Health trust bypasses NPfIT with £2.4m deal

Rather than waiting, Heatherwood and Wexham Park Hospitals NHS Foundation Trust has bypassed NPfIT’s framework to choose its own supplier for the refresh of its patient administration system (PAS).

In a 5 year funding deal the trust will take on iSoft’s i.Patient Manager PAS as well as refreshing the existing installation of iSoft’s i.Clinical Manager.

Since Fujitsu pulled out last year, BT has taken over responsibility for some trusts in the southern cluster but others have yet to be allocated a new supplier.

CSC and BT sign new NPfIT contracts

Connecting for Health has confirmed it is signing new deals with CSC and BT, the only two remaining suppliers on the £12.7 billion National Programme for IT (NPfIT) in a move to keep the remaining suppliers on the programme.

BT Shares Fall on reports of Write Down of NPfIT projects

BT shares fell four per cent on reports of a huge impending write down on the value of contracts at its Global Services arm and a potential further 10,000 job cuts.

The write-down is thought to relate to 15 of BT’s 17 biggest contracts, including millions on its work with the troubled £12.7bn NHS National Programme for IT (NPfIT).

BT operates the London region of NPfIT.

Cash Boost Plan for NPfIT hospitals

According to Computer Weekly health officials are considering a new delivery model for the NPfIT in London which would increase the amounts spent on installations of the BT Cerner Millennium system by over 200%.

The Department of Health cannot allow BT to quit, as the NPfIT would then have lost three of its four local service providers (Accenture and Fujitsu have already pulled out) and would be perceived worldwide as an unmitigated failure. BT losses currently run into hundreds of millions of pounds under the NPfIT programme.

BT to get 8 ex-Fujitsu trust contracts

BT has been asked to provide IT for eight southern NHS trusts, which were previously serviced by Fujitsu, under the £12.7 billion National Programme for IT.

PowerPoint zero-day hack threat

Microsoft has warned that hackers are actively exploiting a software vulnerability in PowerPoint, the company’s presentation application.

No patch has been released yet for the bug, which could allow an attacker to completely control a computer. It affects Office 2000 Service Pack 3, Office XP SP3, Office 2003 SP3 and Office 2004 for Mac, Microsoft said in a statement. Office 2007 is unaffected.

Routine Deployment of Applications from NPFiT within 12 months

According to Computerworld the National Programme for IT (NPfIT) will be deploying new systems to NHS trusts “as a matter of routine,” within 12 months, quoting Martin Bellamy, head of NHS Connecting for Health (NHS CFH) and director of programme and systems delivery at the Department of Health.

How to create a Project Financial Plan

Step 1: List the Financial Expenses

The first step taken when defining a Financial Plan and setting a project budget, is to identify all of the types of expenses that are likely to be incurred throughout the Project Lifecycle.

Typically, most projects spend the majority of their budget on purchasing, leasing, renting or contracting the resources to the project (e.g. labour, equipment and materials). However other types of expenses incurred may include those related to the:

  • Procurement of resources from suppliers
  • Establishment of a Project Office
  • Administration of the project

Step 2: Quantify the Financial Expenses

Once you have identified a detailed list of expenses to be incurred throughout the project, the next step is to forecast the unit cost of each expense type listed. The unit cost is simply the cost of a single unit of a particular expense item. For instance, the unit cost for:

  • labour may be calculated as the cost per hour supplied
  • equipment may be calculated as the rental cost per day
  • materials may be calculated as the purchase cost per quantity

After listing the unit costs, you should calculate the total amount of each expense item needed to undertake the project. For instance:

  • Identify the number of roles required
  • Quantify the items of equipment needed
  • Determine the amount of materials required
  • Quantify the procurement items to be sourced from suppliers
  • Calculate the administration costs the project

Step 3: Construct an Expense Schedule

You have now collated all the information needed to build a detailed expense schedule. This schedule enables the Project Manager to calculate the total cost of undertaking the project on a daily, weekly or monthly basis.

To create an Expense Schedule, build a table which lists all of the expense types down the left hand side of page, and all of the weeks in the year across the page. Then identify for each week and for each expense type, the amount of financial expenditure to budget. Once complete, you can sum up all of the expenses for any particular week to gain a weekly budget for the entire project.

Of course you may wish to calculate a daily, monthly or yearly view, based on your particular project need. Also don’t forget to list any assumptions made during the creation of this Financial Plan. For example, it may be assumed that:

  • “The project delivery dates will not change during this project.”
  • “The unit costs forecast are accurate to within 5%.”
  • “The funds listed by this plan will be available as required.”

And finally, list any constraints identified during this financial planning process. For example:

  • “Limited information was available when identifying costs”
  • “A market shortage has resulted in a high labour costs”

Step 4: Define the Financial Process

Now that you have created your Expense Schedule, you need to define the process for monitoring and controlling expenses (i.e. costs) throughout the Project Lifecycle. Define the Cost Management Process for your project by documenting the:

  • Purpose of the process
  • Steps involved in undertaking the process
  • Roles and responsibilities involved in undertaking the process
  • Templates used to support the process

And there you have it! By completing these steps, you can build a proper Financial Plan to help you deliver on time and under budget.
